How to install Windows 11 without TPM 2.0, Secure Boot and UEFI

Hello friends. We consistently analyze on the site the topic of the new Windows 11 operating system, which Microsoft presented recently, and below we will talk about how to install Windows 11 without TPM 2.0, Secure Boot and UEFI.

Microsoft has set itself the ambitious goal of raising the security level of the new Windows to the next level and making it stable, so the system will officially only be available for new computers, and this is for the most part no earlier than 2017 release. In order to comply with Windows 11, PCs, laptops, all-in-ones and other devices must have on board, in particular, a compatible processor, active BIOS UEFI mode, Secure Boot protocol enabled, and active TPM version 2.0 or higher. If you only have an unsupported processor out of all this, you can unofficially install Windows 11. And if your computer does not meet at least one of the requirements in terms of TPM 2.0, Secure Boot or UEFI, Windows 11 must be installed unofficially, and even in a special way. Let’s take a look at how this is done.

So, friends, the new Windows 11 is as beautiful as a rose.

But also like a rose is a new system with thorns: it is not available to everyone, only to those who correspond to it, and it is not easy to correspond to it. For details on the Windows 11 system requirements set by Microsoft, see the article “Windows 11 cannot be started on this computer.” In this article you will find a detailed list of all the requirements and their detailed consideration, and you can also check your computer for compatibility with Windows 11. Here we just note those requirements, if they do not meet, we will not be able to install Windows 11 using its native installation process:

  • Active BIOS UEFI mode,
  • Secure Boot enabled,
  • Active TPM 2.0 security module (hardware or processor emulated).

If at least some of this is not there, during the installation of Windows 11 we will receive the error “Windows 11 cannot be started on this computer.”

The Windows 11 installation process checks your computer for compliance with these three requirements and prevents you from installing the operating system if something is missing. This was noticed both for the preliminary assembly of Windows 11, which was leaked to the network even before the presentation of the operating system, and for the insider assembly of Windows 11, created with the help of the compiler. We’ll see how things will be in this regard after the official release of the operating system. In the meantime, the solution for computers where there is no TPM 2.0, it is impossible to enable Secure Boot, or there is no UEFI at all – this is just an unofficial installation of Windows 11.


Note: friends, an unofficial installation of Windows 11 does not mean illegal, as it is misinterpreted on some resources by minds far from the basics of copyright. So far, Microsoft’s position is that it does not prohibit the installation of Windows 11 on incompatible computers, it just does not recommend it. Banning and not recommending are two different things. And if you are an adult experienced user, for sure you yourself will figure out whose recommendations in life to follow and whose not.

At the same time, friends, Windows 11 is installed on virtual machines from the installation image without any problems and requirements. Moreover, Microsoft has officially announced that Windows 11 will run on virtual machines without claiming to emulate hardware. The question of how to install Windows 11 without TPM 2.0, Secure Boot and UEFI will only be for physical computer hardware. In reality, neither TPM 2.0, nor Secure Boot, nor even UEFI is something fundamentally necessary for Windows 11. Internally, Windows 11 is the usual modern Windows NT, and it can be both an EFI system on computers with UEFI enabled, and a regular Legacy system on computers with a CSM active in the BIOS or with an old Legacy BIOS. You just need to install Windows 11 using an unofficial installation process, but custom or mechanisms for deploying a system image from the install.esd file. There is nothing overly complicated in all this, you just need to re-learn how to install Windows a little differently. For example, using the function of reinstalling from the current operating system environment using the WinToHDD program. Or using WinPE with Windows Alternative Installation Tools. Alternatively, we can edit the Windows 11 installation image to remove installation restrictions on unsupported computers.


↑ Editing Windows Installation Files


Friends, if you need to install Windows 11 on a VirtualBox virtual machine that does not support TPM 2.0 emulation, just edit the installation ISO image in order to save it from checking for computer compatibility. ↑ WinToHDD program

WinToHDD is a shareware program for an alternative installation of Windows, free in terms of using custom editions of Windows, you can download it on its website. With its help, you can reinstall Windows without installation media, i.e. install a new Windows of any version from the current Windows environment. The program in the process of its work itself creates WinPE on the hard disk to perform tasks for overwriting files on the system partition of the operating system being installed. In the WinToHDD window, click “Reinstall”.

We start the installation.

↑ WinPE 10-8 Sergei Sagittarius

As a WinPE for an unofficial installation of Windows 11, WinPE 10-8 Sergei Strelec is perfect. It is functional and provides many alternative ways to install any version of Windows. We need:

  • Step 1 – download the Sergei Strelec WinPE 10-8 image from his website;
  • Step 2 – write the image to a USB flash drive;
  • Step 3 – download the Windows 11 installation ISO. It can be left on the computer disk, only on the user partition, not on where you will install Windows 11. If you will be installing Windows 11 on another computer, then simply place the system installation ISO on a USB flash drive with the recorded WinPE 10-8 Sergei Strelec.

Note : friends, in order to reinstall any Windows using WinPE 10-8 Sergei Strelec on your current computer, you basically don’t need a flash drive. You can run WinPE 10-8 Sergei Strelec from your hard drive or add it to the Windows multiboot menu.


Next, we boot into the WinPE environment, here, right on the desktop, there will be the tools we need to install Windows – the 78Setup and WinNTSetup utilities. And, perhaps, someone will need system disk management, for example, to determine the letters of the partitions, or to prepare partitions for the operating system.

And yet, friends, please note that if something happens, you can download the Windows 11 distribution in the WinPE 10-8 Sergei Strelec environment itself, there is a browser for accessing the Internet.

↑ 78Setup

The easiest way to install Windows 11 without TPM 2.0, Secure Boot and UEFI is to use the 78Setup utility on WinPE 10-8 Sergei Strelec (“Install Windows”). In its window, we indicate at the bottom the path to the installation ISO image of Windows 11. Click “Install”.

We press “Start”.

And we see in front of us a custom process for installing Windows, it differs from native Windows only in a different design. Choosing a language.  

Click “Next”.

Choosing an edition.

We accept the license terms.

Installation type click “Custom”.

Further, as in the usual process of installing any Windows, we indicate the installation location. And, in fact, we install the operating system. Then we restart the computer, boot from the hard disk and go through the initial setup of the operating system.


↑ WinNTSetup

Another way to install Windows 11 without TPM 2.0, Secure Boot and UEFI in WinPE 10-8 Sergei Strelec is the WinNTSetup utility. In its window, specify the path to the Windows 11 installation ISO image.

Next, we turn to the Bootice utility integrated into WinNTSetup, we need it to determine the letters of the boot and system partitions where we will install Windows 11. Select the hard drive, click “Parts Manage”.

We look at the letters of the sections we need.

And we specify the boot and system partitions in the WinNTSetup window. Next, at least the system partition, if it is not empty, we format it (the F button at the end of the section line). We select the Windows 11 edition.

We press “Installation”.

Next, we look to ensure that the BIOS mode is correctly specified – UEFI or Legacy. We put a check mark on the automatic reboot at the end of the installation. We press “Ok”.

As a result of unpacking the system image, the computer will reboot. Next, we boot from the hard drive and go through the initial setup of Windows 11.


↑ Dism++

And one more way how to install Windows 11 without TPM 2.0, Secure Boot and UEFI on WinPE 10-8 Sergei Strelec is using the Dism ++ utility. We launch it.

In the “File” menu, click “Apply Image”.

In the empty columns in the first, we indicate the path to the installation ISO image of Windows 11, in the second – the disk partition where we want to install the system. Then we select the edition of the system. We put the checkboxes “Format” and “Add download.” We press “Ok”.

Further, if you have one hard drive on your computer, you can simply click “Ok”. If there are several hard drives, and all of them have boot loaders, click “More”.

And point to the boot partition on the correct drive.

We are waiting for the extraction of the system image, the progress of the operation on the Windows 11 image should reach the end.

And as soon as the “Ready to work” status appears on the Windows 11 image, we restart the computer, boot from the hard drive and go through the initial setup of the system.

Friends, if you are going to install Windows 11 on the second system next to the main other Windows, before restarting your computer for the first time setting up Windows 11 in the WinPE 10-8 Sergei Strelec environment, go to the EasyBCD utility.

The new Windows does not yet know how to register itself in the boot menu as Windows 11. Therefore, rename it as you like.
